A bill is a proposal for a new law or a change to an existing law in the Northern Territory. If a bill is passed by the Legislative Assembly and then receives Administrator’s Assent, it becomes an Act of Parliament (a law).
Bills are usually introduced by a government minister, but any Member of the Legislative Assembly can introduce one. To introduce a bill, the Member gives notice and then formally presents it during a sitting of the Assembly—this is called the first reading. The bill’s title is read out and copies are made available to all Members.
The bill then moves through several stages of debate and consideration. In some cases, it may be referred to a parliamentary committee for closer examination and public input before the Assembly votes on it.
